Article on the EU's reaction to Libyan refugee situation

I came across an interesting article on the International Relations and Security Network site (ISN ETH Zurich). The article, “Refugees from North Africa: A Case for Cooperation”, is written by Professor Timothy Hatton, originally for VoxEU.org and it offers a critique of how the EU has reacted - is reacting - to the refugee situation created in the wake of the Libyan conflict.

The European Asylum Support Office is mentioned a couple of times, in the context of analysing the EU’s mechanisms for dealing with emergency - or perceived emergency - situations. The author highlights that the EU is not what it was during the Kosovo crisis, mentioning the European Refugee Fund and EASO as two of the possible mechanisms to be used to provide support to MS facing difficulties.
