Updated info on SNE calls...

This morning I posted a link to the Migrants at Sea blog, that gives a summary of the main info contained in the recent Commission call for Seconded National experts. The blog also gave links to the relevant documents. Just for the sake of completeness, to have all EASO-info conveniently collected, I’ll also include this info here on the basis of information currently available.

All calls indicate March as the intended starting date and at least 9 months for a starting period. They can be summarised under the following themes (quoted from the calls):

  1. Annual Report - Main areas of responsibility: Assisting the Executive Director in drafting the annual report; reviewing the information already available from other relevant sources; liaising with Institutions and relevant networks; advising on the methodology, the content and structure of the report; organising necessary meetings; drafting the Report. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; proven experience in coordinating different stakeholders in a European context on sensitive policy matters; ability to draft strategy papers, reports and briefings within short deadlines; capacity to work in a team and to coordinate with several institutional partners;
  2. European Asylum Curriculum (EAC) - Main areas of responsibility: Assisting the Executive Director in preparing all the steps necessary to transfer the EAC to the EASO; advising on the methodology and the priority milestones related to activities, staff, IT and financial issues; liaising with the EAC project manager, the members of the EAC steering committee, UNHCR and the European Commission; organising necessary meetings; coordinating the transfer activities. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; excellent knowledge of the EAC project; proven experience in organisation management; proven experience in coordinating different stakeholders in a European context; ability to advise and draft about strategies and organisation matters within short deadlines; capacity to work in a team and to coordinate with several institutional partners;
  3. Asylum Intervention Pool - Main areas of responsibility: Assisting the Executive Director in coordinating the Asylum Intervention Pool and updating the pool; drafting methodologies; acting as the Union contact point; acting as an interface between the EASO and Member States and members of the support teams; monitoring the deployment and reporting to the EASO on all aspects of the deployment; organising necessary meetings. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; proven experience in organisation management; proven experience in coordinating different stakeholders in an European context; ability to advise and draft about strategies and organisation matters within short deadlines; capacity to work in a team and to coordinate with several institutional partners;
  4. Greek Action Plan - Main areas of responsibility: Assisting the Executive Director in coordinating the implementation of Operating Plans and Asylum Support Teams in Greece in support of the Greek Action Plan; working with the coordinator of the Asylum Intervention Pool in the activities linked to the interface between the EASO and Greece and members of the support teams; monitoring the deployment and reporting to the EASO on all aspects of the deployment; organising necessary meeting. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; proven experience in organisation management; proven experience in coordinating different stakeholders in an European context; ability to advise and draft about strategies and organisation matters within short deadlines; capacity to work in a team and to coordinate with several institutional partners;
  5. Interpreters Pool - Main areas of responsibility: Assisting the Executive Director in coordinating the Interpreters Pool within the Asylum Intervention Pool and updating the pool; proposing and drafting methodologies, including on videoconferencing; coordinating the deployment/use of interpreters and reporting to the EASO, including within the context of the support to the Greek Action Plan; working with the coordinator of the Asylum Intervention Pool in the activities linked to the interface between the EASO and Greece and members of the support teams; organising necessary meetings. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; proven experience in organisation management; excellent knowledge of the Interpreters Pool project; proven experience in coordinating different stakeholders in an European context; ability to advise and draft about strategies and organisation matters within short deadlines; capacity to work in a team and to coordinate with several institutional partners;
  6. Country of Origin Information - Main areas of responsibility: Assisting the Executive Director in coordinating establishment of the COI function and the management of the COI Portal; proposing and drafting methodologies; reviewing the projects already undertaken; organising necessary meetings and workshops/working parties. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; proven experience in organisation management; excellent knowledge of COI methodologies and issues; proven experience in coordinating different stakeholders in an European context; ability to advise and draft about strategies and organisation matters within short deadlines; capacity to work in a team and to coordinate with several institutional partners;
  7. Country of Origin Information (Afghanistan) - Main areas of responsibility: Assisting the Executive Director in coordinating the preparation of the first COI report on Afghanistan within the COI division; proposing and drafting methodologies; reviewing the projects already undertaken; organising and/or coordinating necessary meetings, missions and workshops/working parties; preparing the report. Main qualifications: proven solid experience on asylum policy, legislation and/or practices within a national administration; proven experience in organisation management; excellent knowledge of COI methodologies and issues; good knowledge of the flux of Afghan asylum seekers to the EU; proven experience in coordinating different stakeholders in an European context; ability to advise and draft reports on sensitive matters; capacity to work in a team and to coordinate with several institutional partners.
  8. CEAS - Main areas of responsibility : Support to the development of the asylum policy and European legislation, including for its implementation as well as to the different forms of practical cooperation and European solidarity, in connection with the European Asylum Support Office (EASO). The SNE will also contribute to the drafting of the Communication on the developments of Eurodac as a supporting tool for the entire Common European Asylum System foreseen in the Action Plan for the implementation of the Stockholm Programme. Main qualifications : Substantial experience within a national authority of asylum policies and legislation; capacity to draft policy papers, briefings within short deadlines; capacity to work in a team; capacity to draft legislative provisions and to negotiate with several institutional partners; capacity to do well structured oral presentations for important audiences.
All SNE’s must have an excellent knowledge of one EU language, and a good knowledge of a second EU language.
